Despite his grand schemes, he consistently foils his own plans due to his carelessness and lack of forethought. His appearance is marked by a ridiculous mask that hides his face, a cape that's too long, and a top hat that's too tall, all in a chaotic mix of colors. He's accompanied by a menagerie of poorly trained minions, who are often more of a hindrance than a help.
